Section 8 (Housing Choice) Voucher

The Section 8 Housing Voucher Program is a federally funded program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private sector. Participants are able to find their own housing, including single-family homes, townhouses and apartments that meets the requirements of the program and is not limited to units located in subsidized housing projects.

A family that is issued a housing voucher is responsible for finding a suitable housing unit of the family’s choice where the owner agrees to rent under the program. This unit may include the family’s present residence. Rental units must meet minimum standards of health and safety, as determined by the PHA.

A housing subsidy is paid to the landlord directly by the PHA on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program.

The requirement to qualify for the Section 8 program is dependent on your total annual income and the size of your family. Each Section 8 HAP Contract involves the participation of three (3) parties; the tenant, the landlord and HUD-UMHA; versus public housing two party involvements. Rent charged by landlords, utility payment responsibility, HAP contracts, leases, HQS compliance, and rent calculations must all be agreed upon and within HUD guidelines prior to subsidy commencement.

The UMHA Section 8 Dept. currently oversees subsidy to 175 private apartments units throughout the City of Utica, New York. The Section 8 Department at the Utica Municipal Housing Authority currently has three employees who have numerous years of experience in order to ensure regulation compliance.
