UMHA Opens Expanded Resident Computer Center At N.D. Peters Manor

Dr. Taras J. Herbowy, Executive Director of the Utica Municipal Housing Authority (UMHA), announced today that the newly renovated ND Peters Neighborhood Networks Center is now open. The new center, located in J Building at N.D. Peters Manor apartments in East Utica, provides double the space of the former center, has new equipment, and offers expanded programs and services. The new center is also home to the UMHA Community Resource Department. The center is open to residents from 9:00 a.m. – 12:00 p.m. and 1:00 p.m. – 4:30 p.m. Monday-Friday. Adults can utilize the center until 2:30 each day. After 2:30 p.m., after-school programs are provided. Evening programs are also offered to residents.

The N.D, Peters Neighborhood Network Center provides computer and job skills training and other necessary resources to increase the self-sufficiency, employability and quality of life for residents. Adult programs include adult basic education, GED preparation, and job readiness workshops. An extensive after-school program for children provides homework help, intensive reading, tutoring, adolescent support groups, field trips and leadership activities. The N.D. Peters Neighborhood Networks Center is part of a group of more than 1,000 Neighborhood Networks centers that have opened nationwide. Launched by HUD in 1995, Neighborhood Networks is a community-based program that provides residents of HUD insured and assisted housing with onsite access to computer technology, resources, and job-training skills as a vehicle to self-sufficiency. The computer center is located in the public housing development in East Utica on Culver and Armory Drives. The UMHA also operates Neighborhood Networks Centers at Gillmore Village and Perretta Twin Towers.

Volunteers and donations are needed to maintain the Center. Volunteers will provide tutoring to children and adults, instruction in using computer software, and help in learning job readiness skills. Annual Plan FY2012 Public Hearing & Comment Period

NOTICE OF PUBLIC HEARING AND COMMENT PERIOD FOR THE PROPOSED ANNUAL PLAN FY2013 AND AMENDMENTS TO THE AGENCY ADMISSIONS & CONTINUED OCCUPANCY POLICY AND HOUSING CHOICE (SECTION 8) ADMINISTRATIVE PLAN MUNICIPAL HOUSING AUTHORITY OF THE CITY OF UTICA, NEW YORK

NOTICE IS HEREBY GIVEN, pursuant to Section 511 of the Quality Housing and Work Responsibility Act of 1998 (QHWRA), that the Municipal Housing Authority of the City of Utica, New York (UMHA) has developed the required the FY 2013 Annual Plan for the Public Housing and tenant-based Housing Choice Voucher Programs. The Annual Plan describes UMHA’s mission and the long-range goals and objectives for achieving the mission. The Annual Plan provides details about the strategy for handling operational concerns, residents’ concerns and needs, as well as programs and services for the upcoming fiscal year. The UMHA also intends to amend its Public Housing Admissions and Continued Occupancy Policy as well as the Housing Choice (HCV) Administrative Plan. A public hearing will be held to discuss the PHA, ACOP, and HCV Administrative Plans and to invite public comment regarding the Plans. Written comments may be submitted prior to or at the hearing. The Authority will hold a public hearing on the adoption of the proposed FY 2013 Agency Annual Plan as well as amendments to the ACOP and HCV Administrative Plan on Wednesday, October 10, 2012 at 6:30 p.m. at the Authority’s main offices located at the Perretta Twin Towers, 509 Second Street, Utica, New York 13501. The Agency proposed 2013 Annual Plan as well as revised ACOP and HCV Administrative Plans are available for review at the Authority main offices as well as at each property management office located at our various housing developments from 8:30 a.m. to 4:30 p.m. Monday through Friday. It is also available on our web site – www.uticamha.org. Comments on the Agency Annual Plan, HCV Plan, and ACOP, which begin on Friday, August 17, 2011, may be submitted in writing to the Executive Director no later than October 10, 2012 at the address indicated above. Residents are invited to participate in the MHA Resident Advisory Board and tenant meetings to offer input on the Plan. File a Fair Housing Discrimination Complaint

From time to time, concerns arise because applicants or tenants feel they are treated unfairly. Because we do not want this to occur, if necessary, we are willing to listen and try to resolve your complaint. If the complaint cannot be resolved by telephone, arrangements will be made to meet with you and any person you may want to bring for support. What you do is as follows:

Call (315) 735 5246 to register and explain your concern or complaint. Please identify who you are, where you live and explain you concern or complaint. We will politely listen, advise and offer a solution. If you don’t agree with the solution, we will schedule a meeting or a hearing to formally resolve your complaint.
