The Utica Municipal Housing Authority announced today its single prime General Contractor, Norstar Building Corporation, will be soliciting bids for the Roosevelt Residences affordable housing development.  The housing authority is encouraging local companies, particularly New York State Certified MBE/WBE and Section 3 firms, to bid on the project.

The project consists of 25 new, wood framed buildings, including 23 two family homes, 1 four family home, and a Resident Center.  Upon completion, there will be 50 new apartments on 11 sites within the City of Utica located in the Corn Hill neighborhood including the site of the former Roosevelt School.  The project will be financed by a combination of federal, state, and private grants and loans and construction will start later this year.  Individual bid packages include general trades, plumbing, HVAC, electrical, and fire protection.

Norstar Building Corporation and the Utica Municipal Housing Authority will conduct two public informational meetings to discuss the bid packages and answer questions.  Both of these meetings will occur at the Chancellor Apartments Community Room located at 417 Bleecker Street; Utica, on the following dates:

Wednesday, July 20 at 1:00 PM

Thursday, July 21 at 10:00 AM

All bids are due no later than Friday, August 12 at 5:00 p.m. and should be submitted to Norstar Building Corporation,  200 South Division Street; Buffalo, NY 14204.  To arrange to receive bid packages, please contact one of the following:

New York State Certified MBE/WBE and Section 3 Business participation is strongly encouraged, as this project is committed to meeting New York State and the Utica Municipal Housing Authority’s MBE/WBE and Section 3 Workforce and Business goals.  Bidders are advised that by submitting a signed bid proposal they are agreeing and committing to the MBE/WBE, Section 3 and EEO requirements which are a part of this project.  This project is tax exempt and it is also subject to Davis Bacon residential wage requirements.
